Can I try for spring 2023 is it better than fall or can I wait till fall

I'm a 3rd year btech student (3rd year is almost over only final exams is left) Can I apply for universities abroad now or do I need to wait till December to apply for FALL 2023 ? I haven't given the gre yet

Hi I applied for MS in DS for fall 2022 to the IUB,USC and NEU on Dec 14 and still dint get any decisions. Any idea till when can I expect or should wait.
