Scholarship in most of the colleges is given to students who are among the top 0.5-1% of the applicants and it's mentioned in their admission decision only. The Only way to avail this is by applying as early as Possible before with Scholarship deadline by having a really High Gre Score and Since it's UC Davis you probably have to ace it in the exam, and Most of The UC colleges are GPA centric, Have Proper Research Papers and Solid Resume, LOR's & SOP.
The Other way is to Get a TA/RA jobs which is really really hard to get as its given to mostly PHD Students. TA/RA's roles Gets half the Tuition or even Full waived based on the requirement by professor or Department funding.
Since They Don't have a Spring in-take, Deferring will be hard unless you have a really good profile
