Hi,
Not having a GRE and TOEFL will severely limit your ability to apply to universities.

If you are a citizen of a non-native English-speaking country then you have no option but to give an English proficiency test exam in 99% of universities.

Universities that had waived off GRE and TOEFL are:
Babson College
University of Colorado Boulder
University of New Brunswick 
University of California - Santa Cruz (Ambitious+)
The University of Texas at Austin (Ambitious++)
Note that - only a few programs have waived both requirements. you will have to check the department program website for details. A general observation that I noted was that the students who do not have these exam scores at these universities have a high CGPA.
