Hello. I am looking for a change in majors from my undergrad in ECE to Computer Science for MS. What are the down sides of making this change?

You need to have some experience or internship that shows your interest towards CS. It may affect your chances to get an admit but make sure to apply to atleast 4 safe universities. Secondly you may have to take some pre-requisite courses there. All the best for your applications :)
