GMU ranks as one of the top 50 schools in USA for CS, as per CSRankings, and Syracuse ranks at the bottom of top 100. That itself should be enough to tell you the difference in the CS departments at both ends. Although Syracuse is no bad university on its own (ranks higher overall than GMU in US News) you should trust the CSRankings more since it brings into play the amount of research that takes place in your particular course of study.

Apart from this, you should also consider the costs. Syracuse comes as much cheaper when compared to Fairfax, Va. The cheap cost of living plus a scholarship of 20% will make it very cheap for you to study in Syracuse compared to GMU. So this is a very compelling reason to pick Syracuse for your Masters!! PLus, Syracuse will get you a job in NYC very easily, which is a dream for so many students!
