Your CGPA is low, and you have opted for Duolingo instead of IELTS/TOEFL, so that can be an issue as well.
Universities prefer IELTSD/TOEFL over Duolingo scores.

As for your GRE, it's not impressive enough either. But there are still ways if you have an impressive SOP and work experience.
