I have decent scores in both GRE(320) and TOEFL(102) but after consulting an agency, they’ve shattered all my hopes. Passport issue

Hi all, please help me with this issue I am applying for fall 2023. My passport appointment is on 1st November. I am planning to send out applications from the first week of November. Some of my friends said that many universities do not require passport at the time of application. Also, on yocket under required documents I don't see passport for many universities. So i was hoping to apply to those universities in November. But the consultancy which I joined says passport is compulsory.
