Anyone still hasn't got Ncsu cs decision ? Any idea what it means ?

Yes there probably will. But I would say you should just proceed with others. Ncsu admits are generally sealed by March end. If people don't accept, they'll give one more round of admits

Aah right. But I heard , the people who are admitted for fall have to show the financial statement before may 1st. So I guess they will just give out more rejects right ?

I had mailed the department yesterday. This is the reply they sent.

"A decision notification from the Graduate School will be sent to you via email before the end of April. The Department of Computer Science thanks you for your continued patience."
