Ya if weather is a problem for ur health, then it's a different case.. then opt for uic.. health is wealth.. don't want to visit doctor every week nd stay upset all tym.. uic would b better... but Chicago is also too cold, gets snow and very windy but better than Michigan ..

MTU any day. U will get used to the weather in six months. The air is clean. Thanks giving is 3rd week of November and plenty of sale of snow clothes.
