Need help regarding education loan.

I have admit from California State University Fullerton.
I am really struggling to get loan i.e. ₹45lakh as my father is farmer and only my brother is salaried.
With my brother as co-applicant I can avail only ₹25 lakh.
But my i20 requires 31 lakh...
How do i deal with this issue.
Kindly suggest me what I should do.
I don't have any other co-applicant other than my brother.
I know for i20 i can borrow from my relatives and show in my account and same i can do for visa interview but what about real expenses? Can i survive there with 25lakh in my account?
