My current passport expires in April 2023, so can I apply for my visa interview (for fall 2022) without any issue?

Hi,
Attend visa interview since passport reissue might take more time. After that apply for reissue of passport. In case of reissue of passport, the new passport will be released while the old passport will be canceled and returned. However, any of the active visas on the old passport will still be valid and can be used till the expiry of the particular visa.
