Living expenses are around $800 to $1000 per month in states like Washington, California, New York, etc in the USA. In other areas, the living cost would be around $500 to 600 per month. health insurance is $3,000 per annum. So, the total would be around $75,000. 
Universities offer reduced tuition fees for TA or RA. You will need to have a high knowledge to get a TA or RA. 
Texas universities offer students to pay in-state tuition fees if a student is able to secure at least $1000 as a university scholarship.
