In Which Public University can I get admission?

3 backlog
8.67 cgpa pune university
Computer science 2022 pass out
15 month internship work experience
2 year NGO
currently working in Accenture.

Is it possible to get admission in university like Texas Tech for CSE?
Anyone help me .
I haven't given GRE because not sure whether I had good profile or not because of my 3 backlog
