I am a 12 th completed student from India. I want do my undergraduation in computer science abroad. I cannot afford high fee. I have got 99 percentage in my 10th and 83 percentage in 12th  . I am just 17 . What countries should I prefer to.

Great question! You should prefer Germany or Nordic Countries. Since education is free in many Public German Unis and free in almost all of the unis in Nordic Unis, you can consider them.

Here are some options for you:
University of Cologne.
Ludwig Maximilians University Munich (LMU)
Goethe University Frankfurt.
