H4 to F1 query

Hi I have a question. Please guide if you know. Suppose if I have H4 visa ready by the end of November 2022 and if I have admission for Masters in spring 2023. Can I fly to US and then change H4 to F1 in one month(in December) and then join for college in January? Is it doable or should I make arrangements for F1 here itself ?
