Experience certificate is mandatory for an experienced candidate?

I have work experience but no certificate because, I have to pay the bond amount in my company if I want to break the bond period and to get the exp certificate. In that case, can I tell that I have experience but not provide exp certificate? Will the universities accept it? Like will there be a background check whether I've worked previously or not?
