Can i book visa slot now without paying SEVIS and without completing DS-160 form?

I got I20 from an university and would like to book a visa slot in November as few other universities will be giving their decisions in October. I might change my uni if I get a better college than my current uni. So, can i book visa slot by paying visa fee and book a slot? Or Do i need to pay Sevis, fill ds160 and then book a slot?
