How do I book an f1 visa appointment slot in a state/country which is outside of my home country/st

How do I book an f1 visa appointment slot in a state/country which is outside of my home country/state ? Where do we have to select this option ??

For eg if we want to book slot in any other Indian state or even outside India, how do we do this ?
