Lamar is a low-average ranked national university whereas UCMO is an averagely ranked regional one. There is no clear winner out of both as to which one you should really go to, since the outcome of graduating from either uni would really depend on you. Part time opportunities would be available in plenty within the campus, you should talk to the seniors who are studying there for better idea.
But in terms of Visa acceptances, UCMO may stand a better chance when compared to Lamar uni, as it is a public uni recognized under the state of Missouri. 
Both Missouri and Texas rank well below when it comes to safety. That being said, Missouri ranks 44th and Texas 46th out of the 50 states, so it is really your pick.
