Hi,
Reading through the course catalog might help you decide. You might find some courses that you are interested in, that are present in one program but not the other. Browsing through the course catalog and the alumni network, I would say that Cal State Univ (San Marcos) might be better but it's better to connect with current students and get to know the pros and cons of each college. 
Cal State Univ (San Marcos) - Better alumni network, also has better value for money
Pittsburg State Univ - IT has fewer software engineering subjects
New York Institute of Technology - great location, private university, expensive, not worth the value since you got into a public university with a nice enough location. Might as well save a few bucks
TROY Univ (Alabama) - fewer local tech opportunities, plenty part-time opportunities
