2. Read similar research papers. This is called literature survey. You can download research papers on sci hub. 
3. Write your own content. Let's assume you chose machine learning as your topic. You got a dataset. You trained your model with an algorithm and you got some results. Some results might be a success and some might be failures. Still both are results. You got them using a specific way and these can be used in a specific manner. Write these in your paper. Focus on results more.  
3. Register for your conference. Pay the registration fees. 
4. After registration, you will get a guide or sample on format and the requirements to publish a paper. modify your paper(format, topic heading, etc) according to the guidelines mentioned. 
5. Follow the guidelines and submit within the deadline mentioned.
6. You will have to prepare a presentation for the conference. You can present your paper at the conference in person or online via Skype.
7. you will be emailed the paper publishing details after all the parts have been published.
