13 backlogs are a lot, but Universities have known to accept maximum of 15 in the US, so you have a chance of getting an admit, definitely.

But the issue is that your CGPA is quite low, and ur DET scores will have a lesser value as compared to IELTS/TOEFL.

CSU, (Chico , Channel Islands & San Marcos)
