The best way to get an application fee waiver code for any university is by writing to the university requesting them to waive the fee. If you can provide solid reasons mentioning why the fee must be waived, the university will definitely waive off the fee for you. 
Or you can also keep a close eye on the online university events/sessions, many unis share application fee waiver codes at the end of some sessions.
