UTokyo is a great University. There are two different Schools based on the language you choose. One is their Japanese taught curriculum and the other is English curriculum.

For the Japanese curriculum, you’ll have to appear for the Japanese Language Test and appear for the Special Screening Test (Class-1).

Also, check out their University website to make sure you meet the requirements. Then you can go through the following steps:
Start preparing for the test 
Collect test scores, LORs, SOPs, transcripts
Fill in the application form at the suitable time.
