Scholarship is usually given to students having a very high gpa among the current batch and they don't give scholarship based solely on GRE as they give a lot of importance to the effort you have put in over your course time and not the 2 months of preparation for GRE.
GRE is important to clear the min eligibility score for admissions and it's just one part of the collective effort
