Hi Mahesh, 
The requirement of GRE depends on the coursework you're looking for. Some universities require GRE for some courses and not all. 
However, here's a list of universities that don't require an English proficiency test (TOEFL/ IELTS) : 
University of New Orleans (UNO)
University of Delaware
University of Dayton
University of Arkansas
Drexel University

I would like to inform you that english proficiency test is a compulsory requirement in USA because the medium of teaching is english. Which is why universities require the test scores to assess your understanding and proficiency of the english language. 
And this is the reason why, the above mentioned universities do waive off TOEFL, they require students to undertake the Intensive English Language Program (IELP) after the commencement of the course. This is an added work load with the already intensive program and overall hectic routine.

So, I would strongly recommend you to take the english proficiency test - TOEFL, IELTS, Duolingo. To ease out your admission process and have a wider choice of universities.
