i have 17 backlogs,Which unis is best to apply for masters in USA? Toefl = 95 gre=312 cgpa= 6.26 Will i get admits? Pls reply.

Brother. First of all do not lose hope. And let us be honest, you can't be very selective with this profile. Make stellar SOP, LOR mentioning the cause of those backlogs and apply to some low ranking universities. And if for fall 23 apply as soon as possible.

I have a similar profile I got admits for 4 Uni and 2 in conditional admit.
Don’t listen to the comments make sure you have really really good Personal Statement and also prepare a statement for low Gpa too.
Ask folks to write detailed letter of recommendation and also if it’s one of your profs ask him to write about papers you have scored better grades.

You have a decent profile, but it's not strong enough to overpower ur backlogs. Most of the US Universities accept upto 15 backlogs.
But there's still chance because you can elevate your chances by writing an SOP which impresses the University that you are applying to.
And if you have work experience in the relevant field, that will furhter increase yout chances.
