MS in US - jan 23 Intake

Hi,
please suggest which universities i can apply for ms in CS . pretty confused.

Btech in ECE - 8.45 cgpa
1 research paper related to EC.
IELTS - 7.5
2.5 years experience in Product based company.
GRE not given.

Should i give GRE or can I apply with ielts?
