Health Professions and Related Programs are the most popular at IUPUI, hence you can consider it to be a good choice wrt to finances and program.  
University of San Francisco is a private university, with a ranking of #103 in National Universities. 
Health Professions and Related Programs at University of San Francisco are really popular too. 
Hence in this aspect, both the universities are more or less at the same leve.

You can consider the location in this aspect too, San Francisco has a high cost of living and the tuition fee at University of San Francisco is more since it's a private university. But, in terms of opportunities and location benefits/ advantage, University of San Francisco can be a preference.
