Distance and open education isn't generally considered as having the required credits that the universities in US typically demand. Thus, no! It wouldn't be considered as 16 years of education. However, you can pursue a regular PG diploma course to fill the gap. Some open education degrees are considered in the US like NIOS, but that is for high school generally.
