University shortlisting.

Hi, What are the best universities to study at, with the below profile and budget credentials? Graduation CGPA - 9.55 IELTS - 8.0 Budget-25L-30L Haven't been able to decide on the location to pursue MS. Few say US, and others say it's better to study in top universities in other countries than to study in an average University in US(Keeping in mind the budget constraints). It'd be of great help if there are any suggestions. If suggesting the countries other than US, could you also mention the pace of career growth and ROI for the same. Thank you. #suggestions
