Go with IELTS as duolingo is not everywhere accepted.

Duolingo is easier and cheaper, but if you are planning to target good/reputed Universities, I would suggest you go for IELTS (or even TOEFL for that matter). Unversities prefer IELTS/TOEFL scores over Duolingo ones. DET doesn't have the same value as IELTS.
