Fall 2023 possible

I have now started to study for IELTS and plan to take exam for by Jan first week.I could apply to colleges by Jan end. Keeping thsi in mind, can I get a good college for MS in CS in USA for fall 2023? I haven't written GRE. So I have to plan for GRE waved off colleges.
