Placements are the best part especially for VLSI @portland. Intel takes pretty goo number of students on internship and mostly it becomes an offer. Portland is suitable to Ur profile as well. U can happily go if U dont have any better admits.

@good cgpa.  Keep GRE  above 320. Give plenty of mock tests.
No problem if u apply for VLSI if ur U/G is in ECE. LOR shud be convincing , truthful and a little bit aggressive.  SOP should highlight ur projects and why u intend to study there.

In PU no one scores above 85%
And even?that is stretching it too much

The multiply by 9.6 rule doesn't apply for PU
