Hey! Congrats on both your admits. Both these programs are closely ranked and quite reputed in their region, so ultimately you may make a decision based on cost of attendance and your course preference.
GWU is in Washington D.C., one of the most expensive places in the United states. So unless you can afford the rent or the scholarship provided makes the cost almost equal to Syracuse, then it would take a larger loan to study in GWU. Syracuse is 48.1% less expensive than Washington, so you may find rent and food a bit cheaper there (overall Syracuse costs are lower than national avg.).
You will have to look into the curriculum, professors and research and see which program attracts you more. Look into the ratings of professors at Ratemyprofessors website and you'll know if they're decent. 
Location wise NY is obviously a much better place for a data scientist to work in, with higher salaries when compared to DC. So Overall, Syracuse maybe better on the parameters you are looking for.
