Hi,
In my experience, if an education loan covers the fees for health insurance then that means you still have to apply for health insurance and the fees for it you will eligible to take it out from the loan. If your loan is from your home country and the loan institution is providing you the health insurance then can that health insurance be used in the country you are planning to move in? Generally, the answer is no, even if it is yes it won't cover all the expenses that might be required by an international student. So, it's better to get university-recommended health insurance.
