Coursework:
So, first and foremost, keep in mind that the majors offered by both schools are distinct. If coursework and curriculum are your top priorities, consider Computer Science because it encompasses all types of roles in various industry domains. CS will create opportunities in business roles, data roles, and core technical roles.

CS degree has a higher value followed by MIS. MIS is definitely a good major. It all depends on your interest. Whether you want the flexibility of courses where you want to add business electives as well then MIS should be your choice.

The only schools worth considering here are UTA MS CS and NEU MIS.

UTA:
UTA is a good school for CS. Cheap tuition and living expenses. Plenty of opportunities for on campus jobs in the form of part time and assistantships. The Alumni network is also good. You have Dallas and Austin as tech locations.

NEU:
NEU's MIS programme is technical in nature, with graduates working in a variety of fields such as data science, business analysis, and software engineering. NEU has a location advantage with Boston being a technical hub, though the location has taken a back seat due to covid and interviews for internships and full-time positions being conducted online. Having said that, Boston provides access to a variety of networking events that take place throughout the city. Because the NEU acceptance rate for MIS is extremely high, there will be a large number of students from India, which will increase competition for those on-campus opportunities. The co-op programme, in which students intern at various companies, is also excellent. Internships and coops help students earn more money and incrementally pay off their debts.

Here are some more factors:
Reputation: NEU
Course Flexibility: NEU
Job opportunities: Similar/Irrespective of the school. Depends on skills and networking.
ROI: Similar. UTA may be slightly better.
Location: Does not matter as you will apply online.
Alumni Network: NEU

You will want also want to consider the return on investment as your priority and UTA does provide you with a better overall experience wrt academics. Then NEU MIS I would consider the second-best choice. Rest you can drop.
