Do Canadian Universities accept low percentage?

Guys, do Canadian Universities accept low percentage? I have 68.6% in my bachelor's and want to pursue MS or ME in Mechanical/ Automotive or Mechatronics. Some universities has stated 65% as minimum requirement for ME. I have IELTs overall 7.5.
