I have applied to UTD, USC, UFL and SUNY Buffalo last year and have sent my scores and official transcripts last year only. 
I got a reject from them last year for fall16
thisyear I again have applied to same universities with an improvement in my profile. 
My concern is do I have to send the official transcripts again by post this time ?

generally the universities keep your profile in their system for a period of 1 year. but it depends on university to university.  I would suggest you to send the university a mailer asking them if they have your profile in their system.
