To become eligible for PhD scholarships in Germany, you need a strong academic background, a well-defined research proposal, proof of language proficiency, and admission or supervision approval from a German university or research institute.
A Relevant Master’s Degree with Strong Academic Scores
Most German PhD scholarships require a recognised Master’s degree in a related field with consistently strong academic performance. In some fast-track doctoral programs, exceptionally strong students with only a Bachelor’s degree also qualify.
APS Certificate for Indian Students
Indian students applying for a German student visa need an APS Certificate to verify their academic documents. The APS process currently costs around EUR 160 (INR 18K). Students funded through certain fully funded German scholarships might receive exemptions in specific cases.
Supervisor Acceptance or PhD Admission Letter
For individual PhD programs, students need a written acceptance from a German professor willing to supervise their research. Structured doctoral schools instead issue an official admission letter after selection.
Strong Research Proposal
Most scholarships expect a detailed research proposal explaining: the research problem, objectives, methodology, expected outcomes, timeline, and why Germany is suitable for the project.
English or German Language Proficiency
Students applying to English-taught doctoral programs need an IELTS score of 6.5+ or a TOEFL score of 90+. German language proficiency is required for humanities, law, social sciences, and political foundation scholarships. Some foundations, such as KAS and FES, specifically expect German proficiency at the B2 level.
Recent Academic Qualification Timeline
Scholarships such as DAAD expect applicants to have completed their latest degree within the previous 6 years. Some programs may also restrict applicants who have already lived in Germany for an extended period before applying.
Academic CV and Recommendation Letters
Students are required to submit an academic CV, transcripts, degree certificates, and 1-2 LORs from professors or research supervisors.
Proof of Financial Support
Students without a fully funded scholarship or salaried PhD contract need to show proof of funds for visa purposes. Germany currently requires EUR 11,904/year (INR 13.3L) in financial proof through a blocked account for student visa applications.
Research Experience and Publications (Preferred)
Internships, research assistantships, conference papers, or publications can improve scholarship chances for STEM and research institute-based PhD positions.
Social Engagement for Foundation Scholarships
Political foundation scholarships such as Heinrich Böll Foundation, KAS, and FES also evaluate leadership experience, volunteering, community work, civic participation, and alignment with the organisation’s values.
