I had accepted UOW offer for online study July 2020. however due to lack of resources later (because

I had accepted UOW offer for online study July 2020. however due to lack of resources later (because my siblings too had online classes had to defer). after deferrel I couldn't accept the offer because of IELTS condition.however my financial condition has changed I couldn't study further. I applied for fee refund but UOW refused it saying that it wasn't inline with their refund policy. any help will be appreciated. I have raised the concern with idp but I don't know. I am financially rudeness now. Can anyone suggest something what to do ?
