I read in one application form that 'solvency certificate' not accepted

While most universities accept Solvency, there are very few which need bank statements to even issue the I-20 eg UHCL

Yes, Universities give out batch-wise results for this reason, they'll declare the admits and will give them a deadline to accept the admission offer and after the deadline they'll make a decision on the next batch of results depending upon the vacancy

There are actually many ways in which Universities give out admits, in the end they need to fill up their seats so they'll always hold some results till as far as May or even June just incase the admitted students opt to go for better universities

Yes you can..it will not affect your admission decision, only thing is it will delay the processing of your I-20 if you get admitted
