I have completed my graduation in engineering from PU. And thanks to university, My overall percenta

I have completed my graduation in engineering from PU. And thanks to university, My overall percentage was 65 percent for 5 years due to which i am not eligible for masters in canada. However, one of my friend applied for wes with same percentage and gpa was evaluated as 3.2 out of 4 which is accepted by canadian institution for the domestic students. Can i use this wes report for admission now, since overall my gpa will increase?
