Both universities have different coursework. Umass is good if you want to do thesis. ASU has a good vlsi dept. Choose according to your interests.

I talked to few seniors from umass, from ece you have to take subjects from the cs dept as electives apart from your core mandatory courses in networks. I would suggest you to talk to seniors on linked in they will clear your specific doubts.
