Hello, I got acceptance from Lamar University with Scholarship worth of $1,000. I have to doubts

Hello,
I got acceptance from Lamar University with Scholarship worth of $1,000.
I have to doubts regarding this University.

First, If I give IELTS again and full-fill the English proficiency then they waive my application to Full? There anyone has a solution for this then please tell me.

Second, I heard that Lamar is very strict regarding their courses and attendance. And lot's of negative opinion. If anyone knows about good or bad points about Lamar for engineering program especially Industrial Engineering.
