One can Never Guarantee an admit from any certain Uni's Unless they are Part of Admission Committee who take the decision to admit you or not and I can Pretty Much say that Your CGPA is actually on the lower end for the college and UT Austin is among the best college for Your Course, So all the toppers from india would also be applying for it.
The Admission process in Tier - 1 Uni's is of Holistic approach and Not  Just Your Scores. They take in your extra curricular achievements, SOP's and LOR's , Research , Work exp (most of times isn't the Deciding Factor unless it's a management course).
SO Do Make the Required Preparation and Apply as Early as Possible
