Its just a draft, and not a finalized Bill (about either curtailing down OPT or ending OPT completely), that also "Leaked". No guarantee that it will see the daylight as a "Bill" which will be passed for Legislation. It will go through a lot of scrutiny, obviously, if it is introduced and hence might not get passed  as a Bill, as well. If it gets passed, then pursuing MS in US will be worthless, unless you manage to get into the IVYs or some similar reputable colleges. Wait and Watch for now.

Not much can be said about F1 right now... But they are proposing a bill to end OPT....  That's means why go to US....  Wait n watch ...more to come soon
