Hi, when someone choose to do their PhD, they need to choose the right faculty member having the exact research areas of interest on which the candidate wants to do his PhD. This is same for every subject field. This faculty member can be any well known university which can be in Europe or Asia or US or Australia etc. Don’t choose the country. Choose the correct RESEARCH GROUP which is working on the same research topics on which you want to do your PhD. Because doing PhD needs not only motivation from your inner soul but also it needs love for your research areas and the subject. It shouldn’t matter where is the University is located which will give you the opportunity to do your PhD.
