Visa account issue

My friend's visa account has been hacked by a scammer, and he has changed the answers to the security questions, so now my friend don't have access to his account, unfortunately, he's having two confirmed appointments for his parent's visa slots in that account, we wrote emails and tried calling the US consulate of Hyderabad, but there's no response yet.
