NJ S2555 Law. Is this applicable only for H4 or also will applicable student with F1 status and father holding H1b Visa?

My name is Sivakumar Veluswamy, and I currently hold an H1B visa. I have been living in New Jersey since 2014, and my son completed both his middle and high school education there. He graduated with a BS in Computer Science from NJIT in May 2024.

Governor Murphy implemented law S2555 in 2020 to allow non-resident Indian (NRI) students to qualify for in-state tuition fees. Since my son will be turning 21 and changing his status from H4 to F1, I would like to confirm whether he still qualifies for in-state tuition under S2555 as an F1 student.
